How can i open?
Should i take a permission from someone?
How much cost can come?
How much will take to set up?

Internet radio and podcasts may have had their peak before everyone got fast internet connections and endless videos were available on youtube.

I would think the issue of playing copyrighted material is the main permission issue.

You can have an online radio station without worrying about anyone's copyright if your radio station does not run commercials or ads. If you don't make money from the radio station it is considered a hobby. What I have done for one of my clients who has an online radio station, is make a website for the station. He is allowed to make announcements telling listeners to go to his website. We can put ads or whatever we want to make money on the website.

All of this is free except for the web hosting. There is no charge to play any song he wants.
