Say if you have liked a persons photo on Facebook and then you block them, if you unblock them will they get a notification that you had liked their photo from before?

No they will not get a notification unless they got one before you blocked them

Generally they won't get a notification unless they saw that you liked their photo before you blocked them. You could always just unlike their photo and make them think that they're going crazy
