The example web page is not in html format. supposing I added the standard seo meta tags (title / description / revisit / keywords etc:-) that are used in html pages of other websites, is it effective seo?
Will the html meta tag codes be suitable for xml web pages?
Does Google crawler also crawl xml websites?
Or will I have to convert the web page into html format?
If yes, will I need to work with a web designer? Or is it simple enough for me to do myself?

yes, the above page example is SEO friendly and xml driven webpages are also seo friendly.

Yes, that one is SEO friendly. Use proper title, description, meta description with profitable keywords. Your inner page permalinks is good. Using keyword will help you to rank your website. Use keyword planner to find out proper keywords.
Meta tag, meta description are very important for Google indexing. Use keyword within these.
I think you has knowledge of html, so you can do this by your own. If you making websites in WordPress then it will be more easier to edit and maintain all these.

The page looks good but you have to work on meta tag. Use proper title, description & keywords in meta tag. It will helps crawlers to crawl your page & rank better in search engine.
You can use Google adwords tool to find out some new combination keyword of earrings & pendant sets.
