I don't do it, but I think it seems like fun. Like if you think a picture is really cool, you want to say something about it. Most picture sites are like that, instagram is a little more like social media, but flickr and deviantart and photobucket are all about random people commenting on photos.

Because they want extra followers. Sometimes they'll follow and unfollow you so that you get a notification of them following you which sometimes results in you following them back. However, since you don't get a notification when someone UNfollows you, you probably won't even notice they used you to get an extra follower.
Or.. something like that lol
