Because the websites aren't supplying you internet connectivity, your ISP is. And the ISP has nothing to do with those websites. Those websites are separate, and require funding in other ways, so without directly forcing you to buy something or donate, ads are the next best thing.

The Ads pay for the Web Sites, not the connection [the internet itself].

You could say the same about television ...
The people who connect YOU to the internet are taking your money, they don't get the money from the advertisements.

The ads are there for the website owner to pay for his bills/generate some income. What you are paying for, is for your ISP's expenses like utility bills, staff salaries, maintenance...
