oen of my friends liked my profile picture on facebook. will the picture then come up on all of my other friends news feed even if they're not friends with the guy who liked my picture

well whenever you change your profile picture it will pop up to all your friends on there home area, if it is liked then all THAT guys friends will be able to see it on their home page as well whether or not you are friends with them or not

No it will not come, the notification you get on fb are only from the persons you follow. iF you can see every friend profile, you are actually following them. So only whenever you follow a person or a page you will get the updates. So the answer to your question is perfectly NO.
