It will connect to a Ps3 and even would connect to a Wii and a laptop, maybe the Ps4 is blocking me somehow?

PS4 won't use mobile hotspots as a standard connection, it's too slow for it to be used. You need a standard Internet connection. Even on the PS3, mobile hotspots aren't very good and still requires standard Internet to do online gaming.
So in short: Mobile hotspots suck, get regular Internet.
