If I send a message to someone on Facebook in their inbox and then after sending it immediately just deactivating my facebook again like it has been for a while. Will that person be able to at least look at the message just not respond to it? Or how does that all work?

Yes the person will still see the message but cannot respond to it if you deactivated your account.
