I don't know what you mean by posting on someone elses twitter but you CAN just write to them even if they dont follow you they can read it. If you want to write something to for example Jane Doe, then just use their twitter nickname:
@janedoe You suck.
They can read it even if they don't follow you. If they blocked you then they can't. Does that answer your question?

Just tweet something with their name mentioned! When you tweet something with their name mentioned, it will notify them that you mentioned them.
