Any phone that is classified as a smart phone.

all android phones are able to download instagram.
instagram does not come with the phone, you have to download them from the appstore.
only some black berrys have it.

not ALL android phones can.. read on...
any Android running 2.2 (Works with Android versions 2.2 and above that support OpenGL ES 2)
any iPhone and tablet running ios 4.3 or newer
it's been reported that Blackberry will get Instagram soon, but not yet.

Pretty much all iPhones have it, all newer android phones have it, blackberry doesn't have it and windows doesn't have it. But blackberry and windows should be getting it fairly soon.
