Is it possible to connect a desktop computer from a laptop without an internet connection? If so, what program? Only free ones, though. [I'm using Windows Vista Home Premium on both.]

Yes. You can use remote desktop without an Internet connection. You need to have both systems on the same LAN to do this. You could connect an Ethernet crossover cable between the two systems for example.
