i did the whole @(user i'm follwing) thing but the message i think i sent them is appearing only on my profile. is that how its supposed to be?

A mention appears on the timeline of all your followers, including the person mentioned. A direct message is sent only to that person.

yes. they will get a notice that you made a tweet @ them. too bad anthony wiener didnt know this lol
