I have a website selling refurbished laptops and mobile phone. I would like to know how I can submit my website to uk search engines for free if possible and how do I market it so I get more people viewing it.

you dont, they will find you.
really, they use special software known as bots, as in googlebot, it crawls the web 24/7 looking for things. You have to make it visible and good, thats the hard part.
