It depenends on whether or not you are visiting sites which could potentially give you viruses. With regards to blocking them,its browser dependenat so you will need to visit the help section.

First, I would see if there are any unknown programs within your browser extensions that are causing this.

Then I would download the free version of malwarebytes and full scan to remove any suspicions that it is any rogue software, on my computer, that is causing this.

If these two things are not there, I would then be tempted to download "Ad-blocker", well, you can do this if you have "Google Chrome". If you have any other browser, I would try looking up what apps you could use to stop pop ups on that browser.

Only drawback about pop-up blocking is that if you decide to block normal pop ups, you will run into pages not loading correctly and a drastic speed slow down of your browser. Some pop ups are needed for an average internet speed.

If you turn it off, you will still get pop-ups. Some sites require it to display contents, but it's easy to turn off. Go to tools at the top of the page and click to get drop down box. then click Pop up blocker and make your choice.

Download an add-ons for your browser named "Adblock Plus" : https://adblockplus.org/en/
which works on any browser, it will remove adds and also half of the pop ups, the other half well be from your browsers options
