What does this mean? I have a Facebook page I run and for advertising I put the link of it at other pages. Is that what it's trying to say here?

You are advertising it to much. If you place your link in to much places fast after eachother, facebook will see it as spamming. Its the same thing as when you try to add a lot of friends all at once, they think you are a fake and will warn you. If you do not listen to the warning you will be blocked for several days. If repeated they will deactivate your account so i guess slow it down with the advertisments Wink
