Only if you have the universe's largest hard drive, the world's fastest Internet connection and a whole lot of time to wait for things to download. The Internet consist of billions of web sites and millions of servers. There is no practically way to download the entire Internet. As fast as things change on it, you would never be able to keep up with all the changes, so it would be an endless and impossible task.
