Unlike Internet Explorer, Chrome does not give me the options (tool bar? not sure what to call it) such as File, Edit, View, Favorites, Tools and Help. Is there any way to make these options visible? I tried pressing the alt key but that does not work. Thanks for any suggestions.

You can't get that in Chrome. It's all in the top-right corner's button with three parallel/horizontal lines.
Chrome wants to keep things simple and that's why there's no top menu bar thing.

fwiw, that,s called the Menu bar in IE.
