Paypal is linked to your bank account. At least for me it is. So techniquely there's no actually pay pal account, there can be a balance in it. But that balance comes from your actual bank account. So if it's negative it's no big deal, it'll take the balance from your bank account. Pay pals really just a place to store money so you make payments online a little easier since all you're informations already in you just have to click pay via pay pal. This might not be the case for you but for me it is

Yes, they can. You agreed to not let your account be in a negative state. Here is the paypal HELP page regarding it. And it CAN go negative, of course, if you don't have the funds in the bank account that your paypal account is linked with, or if you have a student account.
