It depends on what your blog is about. Without knowing that, it will be hard to recommend the best places for you post or writer about it.

This will depend on what your website is about. For SEO it is important that your links are relevant and natural. Submitting to related sites would also be the best method to get more traffic.
Another way would be to submit an article to web 2.0 sites such as Squidoo and Blogger.
