Would I need to have an internet plan to use features on an Android phone besides web-browsing, like using the app market, or go on facebook or youtube, or use the GPS?

Without any internet connection all you can do is make voice calls, send text messages and use apps that are already installed and don't need internet access. They will tell you when you install them if they need internet, a lot do.

The internet connection can be either from the cell network using a data plan or over wi-fi.
If it's ok that some of your phones features won't work when you're away from a wifi hotspot then you can manage without a data plan.


All the things you listed need the internet.
Technically GPS works without internet but GPS on it's own isn't much use. Things like google maps do need a network connection to get the map of where you are.
