If you dont know much about web servers, sql databases etc then i would NOT recommend trying to do it on your own, you might need to hire somebody to setup your joomla site for you.
the cost of having somebody set it up might be around $200, assuming you have your own web hosting service.

That's probably a bit too ambitious for free. You at least would have to spend about $12/yr for a domain name, if running on a free host with moderate traffic.
That site may be made with Joomla, a free open source CMS platform, using the beez_20 theme. It's somewhast like the industry standard Wrdpress platform but maybe more versatile for eCommerce. Still a certain level of skill is needed to assemble a site, and some content graphics might have to be licensed. Yea probably days of work for you to et it going or
$100 for an experienced independent web developer.
Considering the many hours you put in to develop a site, the $8/mo you pay for commercial hosting is small.

You can choose a CMS builder to create a website.
And I would like to recommend you WordPress, It could be the best one I've ever used.
There are lots of free Wordpress themes and plugins for you to use.

The best website builder for me is ImCreator.com. It's a powerful website builder and is really easy to use too! I've personally used it to create websites and so far, I can say I'm more than contented with how they're turning out. You should give a try!
