I heard that facebook can use our pictures for advertising purposes? is that true? if yes, do they ask your permission first? Please I need source for that question. Thanks!

no, they have to ask permission or they could get sued.

but since when does facebook advertise?

If you open a application, a fake ad sometimes pops up on the top of the page that says for example, "Your friend, Bob, has an IQ of 90, can you beat him?" or something like that, and it uses their profile picture. Its unavoidable. As to REAL advertisements, its illegal for them to use your personal pictures.
