No.
Patches are only ever downloaded, unless is a new release of the game (like a Game of the Year edition or something).

Well if your PS3 isn't going to be online it shouldn't even be a problem. The game wouldn't be able to check for patches and I don't remember there being a game breaking bug that needed patching for The Last of Us.
