To me SkillPages is better. It is a skill-based social network that lets people find skilled people . It brings together the social connections under one roof and help source skills from trusted individuals.

Linked In- An online proffessional network having discussions, groups, updates and much more. Can enclose all your certifications, awards, honors etc.
Skill Pages- An upcoming site which has option to describe several skills briefly for a user.
I would suggest you for Skill Pages. Even though it is a newly upcoming site, it gives the opportunity to get all the job and training updates, skills on it. All the job updates can be easily notified from the Skill pages.
