You can use a cable company for internet which doesn't require a phone line.
You can have the cable company or someone with a computer set it up for you so you don't need a pc. Once it is initially set up, you can access the router with a phone or tablet.

Hello,

I think that you are going to need to get a wireless access point not a router. I use Cisco wi-fi at my house. Never has any issues with this box and works well 200 feet away. (easy to set up as well) Worth every penny for me. This will do exactly what you want it to do at a great price for quality and performance.

You need something for configuring the router as when you first turn it on, WiFi is not active. That something is usually a PC with an Ethernet cable connecting them.

i think you should go for the internet service provider like airtel or hathway for cable connection.
and ask them to configure your wifi or connection with their own laptop as you do not have your pc in working condition.
well!
i think that the router can be configured by a smartphone as well so you should have no issues with that.
and if you will contact airtel then they can provide you cable connection with wifi router as well.
