Link wheels, one way links with alt text keywords, on page seo, off page seo who has a road map to 1st page ranking that is paying off ? I have heard and read about the PRank problems over the few past weeks / serp's are all over the place does anyone have an idea whats going on?

The same techniques that worked in prior years, still work best in 2011. Use the keyword phrase you want your page to rank for in your title tag. Get as many related inbound links to the page as you possibly can without having to pay for them. (Exceptions being paid directory listing on a well respected Internet directory such as Yahoo, business.com or bestoftheweb.)
