You have to be using full featured Yahoo Mail (not Mail Basic). Click the Rich Text icon, the double arrow icon (>>) beside "Send" to access your formatting toolbar.
Please note that the rich text formatting toolbar does not work correctly with IE 11. Use Firefox or Google Chrome.
Use Ctrl+U to underline.
BTW, the previous Yahoo Mail and Yahoo Mail Classic are no longer available. Too bad.
