can anybody tell me what is web2.0 and how we can use it in seo i know blogger is web2.0 website but how it effects SEO , please explain me.

There usually the new generation of sites with a higher degree of social interaction, rather than just publishing information like some online newspaper you interact with others in some way. I would say more of the time they replace search engine marketing with Social marketing techniques that don't involve SEO.
There is certainly a whole new crop of free site services that can be classified as web 2.0 sites, one marketer published a course a few years back called "conversation Domination" which involved filling many of the first page result of Google with a series of free sites on different hosts, some create SEO link wheels with such sites.
