There is this guy who I have always had a crush on. Recently, after breaking up with his gf, he sent me a friend request on FB. Now he says hey to me all the time. I was wondering if I should smile and say hey without him saying hey first?

Just start a conversation with him and see how it goes. You might like him or not. But you will never know unless you reply to his messages.
Also if I say hey to a girl I like and got no reply. I would feel bad
But I would be over the moon a bit when she said hey back
