First, you must be on a computer; this cannot be done on a mobile device. If you’re on a mobile device, you can link your Yahoo Account to your Facebook (assuming you have one) and then your profile pictures can carry over. Otherwise, you will have to wait until you’re on a computer.

Find a picture that you would like to be your profile picture, and make sure it is saved to your computer. Then, go to http://profile.yahoo.com. (your Yahoo! Profile)
1.Click on your current avatar in the middle of the screen (Change Picture will appear)
2.Choose the Upload option
3.Find the picture you want on your computer
4.When it is uploaded, click Save.

If you aren't getting an Upload option, it's a glitch. Try clearing your cookies, cache, and history, restart your computer, and try again, or on a different browser.
Also, if your profile is hidden, your profile picture won't show. You can unhide it as explained in the Help page above.

AVATAR or Profile Picture
At this time you can not upload a picture from a mobile device, perhaps that will change in the future.
For now profile changes must be made from a computer.
Go here , http://profile.yahoo.com top center put the arrow on your avatar or !, click change picture.
From there you can upload a Picture from your computer or import a picture from facebook. When finished click submit on the next page. Sometimes it dose not automatically go back to,
http://answers.yahoo.com/my-activity/edit/about and sometimes the image dose not automatically change, click submit at the bottom of the page and it will change.

Yahoo Answers did away with their Avatar Maker.
If you want a custom avatar go to one of these sites and make a custom avatar, save it to your computer and upload it as a picture.
