Okay so if I follow someone and that person has sent me a direct message but that particular person does not follow me back, can I or can I not reply to that person's direct message? Like if I'm person X and follow person Y who does not follow person X but has sent a direct message to X, can X reply? Thanks!

You can only send a direct message to a user who is following you; you can only receive direct messages from users you follow.
