Like if i ask someone a question on Twitter that i dont follow, how do you know when they answer you back? and even if you do follow the person....how do you know when they specifically ask you?

There's a section to the left of your profile, saying @yourname
Click it and you will see tweets mentioning your name.
There's also direct messaging
