By technical definition (according to business information systems), yes. However, an internet-based business can also have brick-and-mortar components.

I agree that an internet business does have an internet based component. Let us look at any present day internet business like that of E-bay. The order acquisition is solely an internet based activity. But the’ order fulfilment’ would have some manual (brick and mortar) components. Similarly the Sales Return process does involve manual intervention.

You can do Online and Offline Business.
It really depends on you.
An example of an Online Business that can be Offline it could be Online Marketing.
If you open a website and you solely build it around Internet in that case would be only Online.
If you opt to open also courses towards people (ie Rent an Office space) in that case your e-Business goes Offline too.
