there is no internet facility, where i live. i just can't connect internet even while installing the game, Please tell me that can i install & play JUST CAUSE 2 offline without having steam account or internet connection on my pc?

If you have the CD, I think you can...not sure though.

Of course u can!!! It has a huge single player mode..... my modem was busted when i finished that game... so no internet throughout!!

Yeah U can Buddy!!!!!! Just Buy a CD of it and install it as per the instructions......
There is 1 thing more dat if u want to play it online with ur frnzzz, then u must have an Internet connection....
