This guy who I have never met is annoying me all over social media.. He's liking everything I post, comment on, comments on posts from other friends on my FB wall. Favorites all my tweets and joins in on convos that don't involve him.. I don't even want to post anything anymore because I know he's going to chime in..

There is two option first one is message him on Fb and tell him you are not interested to talk with him so just leave you alone and the second option is just Block him..
