If you have an item you wish to sell, you can list it on eBay with pictures and description (there is a cost involved in listing items) and other users can make an offer on the product. Once purchased you ship the item to the person;

To buy on ebay you search for items you want to buy and then either make an offer, or accept the selling price.
The actual money is usually transferred using PayPal.
