If one internet connction is not performing fine and somebody want to use 2 internet connections so that if any of the two works , all the users of the Lan (Windows) can use internet. How to do that and what are requirements?

You need to configure a server and some extra hardware. If you want to use both internet connections there are some technical facts to have in mind, like load balancing and LAN infrastructure. You may also want to make a bridged network, but despite it all you need to look for tech help in case you don't know how to accomplish this.
