Every post!
Tags and descriptions play a HUGE part in Google ranking your posts.
Not as much as the title, but meta tags and descriptions are very important! :-)
If you're using wordpress, I would also recommend the 'all-in-one SEO' plugin. It will allow you to create titles, descriptions, and tags for google to rank specifically and for people to see. VERY effective!

definately on EVERY post and as stated you should also install "All in one SEO" if you use wordpress.
