Quite likely they are still processing the results.
When you want to hear from a government, seems like nothing comes forever. When you don't want to hear, seems like it comes too fast!

Some states take longer than others to mail results, but I would recommend that she contact the New York board of cosmetology to confirm something's not hung up in the process. Some states take up to 4 to 6 weeks to process it all.
