Both are important so for site promotion you have do both On page as well as Off page work.

If On page Doing well like Meta Tag(keywords, Title , Description). alt tag, image tag, 302 redirectetc if all the things are going to good way the then the your website is appear in search engine result.
After that you do off page you will getting 1 st position in google.

Both are important. but onpage is must ..
1st - do onpage activity after that you start offpage activity
