I pay tons of money a month to live in a crappy campus apartment, but the internet speed always highly appealed to me. As of late, it's degraded and turned to crap. I went to ask the IT guys about the problem and they said they can't do anything about it, and that a lot of people are using the internet and that for the packets sent, games get the lowest priority. If that's the case, is there a way to play xbox live and have my sexy internet speed back by tricking the connection into thinking it's NOT a game?

Thats not how connection priority works my friend.
The connection simply cannot detect such things it is not possible for the connection to choose from such things.
Best guess is that your X-Box constantly sends packages and due to usage from others it has to delay to reach its target and back.
