i want to send one game from my steam account to another steam account as i want to sell it to a person and he wants that game to be in his steam acount so can you help me how to send a game permanently from my steam account.

You can't just send games over steam, the only way to trade on steam is to have a gift copy, or a non activated copy in your inventory, you can't just trade any game you own.
