It depends on how you set up your website

If you are using Wordpress, you can use plugins such as Mingle Forum http://wordpress.org/plugins/mingle-forum/ to create a forum on your website

Or you can use a forum software. Popular choices include http://www.vbulletin.com/ (you'll have to pay a license fee for this).
