I have tried sending a message to a person I followed but everytime i try it says it failed. I didn't go over the character limit and this person didn't follow me. Is that what is holding me back? Does the other person have to be following me?

they have to be following you aswell as you following them to send a direct message. There should't be a error, use this to report and get help https://support.twitter.com/forms/tweets (the second checkbox)
