I have At&t. I am currently paying 19.99$ for internet DSL. Is there anyway i can get faster internet connection without subscribing to another faster service because i cannot afford it now. I checked the setting and it says 768 Kbps (upstream) 384kbps (downstream) I checked Speedtest.net and it is waayy slow is there anyway i can improve this without changing plans? i need help!

Internet companies are naughty when it comes to showing the plans.

For example it would say:

Cost: $49.99
Download Speed: 256kb/s
Upload Speed: 56kb/s
Download Limit: 10 GB

Now at first glance you would see 256kb/s as your download speed. However the fact is that is the maximum speed and the speeds may vary due to location. So you may only get 12kb/s

If you were living in England and the internet company's server was based in China then you would experience latency. Latency is something you would experience when trying to connect to a server.

The only things you could do to increase the speed of you internet connection speed is to remove cookies. If firefox is your browser go to:

Tools > Clear Private Data > Cookies > Clear Private Data Now

While your there you can also remove cache.

Short explanation of cookies and cache,

Cookies are stored information such as passwords and usernames

Cache is data kept for short periods, if you watch a video and press refresh then that video will download slightly faster because it is uploading the cache data to avoid over using your internet Download Limit.
