Burbn -- the company that makes Instagram -- has not announced any plans for releasing Instagram on Android. They cover this topic on the Instagram website.
It could be next month, next year, or never. If you want to use Instagram, buy an iPhone for the time being.

Instagram is heading to Android very soon according to the instagram founder. The Android version is currently being tested in a private beta, and it's reported to be superior than its iOS counterpart.
