It's the operating systems that you would need to configure to allow sharing, if they are worlds apart, but simply put, yes they can

If you have a DSL or Cable modem, you need a router and connect both the computers to the router and the router to the modem.
If its a dial up connection...connect the two computers by ethernet and enable internet connection sharing in the computer with the telephone line.

Of course they can. All you need is a simple hub, network cables with RJ45 connectors and IP addresses for each system and you are on.
Or if you intend to have a server, implement DHCP by inserting an NIC in the computer configure your IP Address properties and connect a cable from the NIC to the hub/switch and cables from the hub/switch to the 2 systems. Double click on the network connection icon on your notification area (assuming your are using WinXP) from the dialogue, click Propertes => internet protocol (TCP/IP) => properties; click "Obtain IP Address automatically" and also "Obtain DNS server address automatically" =>OK => OK => close. This should help I believe.
