i think meta is webmaster tools that will read by search engine robots

Meta Tags are used only to describe your web page not the whole website, you should have different meta tag and description on all your pages so google can show that little description under your website search result to explain viewers what is inside.

You can have a lot of fun and spend a lot of time with this meta tags but its not really worth it as they don't play a major role on SEO as page optimizing and backlinks do. how ever here is a link that might help you with your query.

Meta data isn't used by search engines as much as it used to be. Google actually states that they don't put any relevance on your meta data whatsoever and that they will only use it as a suggestion in the description of your web site.

SEO has changed a lot in the past few years. Meta data used to be used by search engines as one of the basic ways of identifying the content of your site. Too many web sites started to put meta data into their sites that didn't match the content of their site so search engines started looking for new ways to determine the content of the site. Google eventually evolved into what it is now and ignores them completely.

One way of getting the search terms you want is to write articles and publish them on other sites like http://www.contributecontent.com that allow you to link back to your web site through the keywords that you want to use. If you write a relevant article to the keywords that you want to use and the web site you want to link to has the same type of content it will improve your Search Engine rankings way more than by trying to use meta keywords.
