as long as you only download apps from the store there should be no viruses

There are no viruses that will infect an iPad. The apps run in their own space known as a sandbox and other apps cannot talk to them or interfere with them so a virus could not spread across the system.

If the iPad is jailbroken it bypasses the security of the iOS system. You have are responsible for the security of the device and need to check everything that you are installing on it.

iPad 4 (or any version of iPad) is safe as long as you don't jailbreak it. If you use public WiFi then encryption is helpful.
