How can I tell them apart?
Can I still send friend request on one of them while the other cannot?

You can no longer contact the person who deleted you. Blocked means no messages, no contact.

If you were blocked you obvs can't send a message or contact them or anything.
Deleted it'd depend on the user's personal preferences, if they allow people not in their contacts to send them messages.
I think the add as contact still shows up for both, but if they blocked you they just wouldn't get the request.
